what happend when a bunch of tor nodes get seperated from the larger tor network?

what happend when a bunch of tor nodes get seperated from the larger tor network? do they just form a new smaller tor network? can they introduce new nodes or is there some kind of central bootstrapping server that would need to be recreated first?
